Pasco

Columbia River Walk Phase 5

Zepgon Investments, operating as Columbia River Walk Development LLC, is constructing the fifth phase of Columbia River Walk, a riverside apartment complex in east Pasco that will boast about 290 units when the current phase is finished..

The fifth phase consists of 60 apartments on three floors at West A Street and 20th.

The new construction is valued at $7.8 million and is visible from the Kennewick side of the Columbia River, to the east of the blue bridge.

Tri-Cities Community Health

Tri-Cities Community Health is building a parking lot on little more than half an acre it owns next to an existing parking lot connected to its clinic on West Court Street, in central Pasco.

The city of Pasco issued a building permit for the lot project on Aug. 28. The project includes 50 parking spots, plus six EV charging stations and bus parking. The work is valued at $400,000.

Elite Construction + Development LLC is the contractor.

Kennewick

Work continues on the exterior of the Ross Dress For Less location in the former Safeway grocery building on West Kennewick Avenue near Highway 395 in Kennewick. There are two Dress For Less stores in the Tri-Cities, at 6705 W. Canal Drive in Kennewick and at 2917 Queensgate Drive in Richland.

Ross Dress for Less

The transformation of the former Kennewick Plaza Safeway into Ross Dress for Less is picking up speed.

The interior of the former Safeway was demolished and the space was divided in two, with Ross signing on for one part of the old grocery store.

The city of Kennewick authorized new interiors for Ross in September. The $540,000 project includes new bathrooms, interior walls and doors, modifications to the fire system, new signs and updates to the electrical system. Ross will occupy about 23,000 square feet.

Bellevue-based Wallace Properties owns the shopping center complex. Retail Construction Associates is the contractor.

Safeway Inc. closed the store in October 2022 after nearly 45 years.

Richland

Affinity at Badger Mountain

Workers are framing a four-story, 170-unit apartment complex for ages 55+ in the Badger Mountain South area.

The city of Richland issued permits for the $29 million project in July.

Inland Washington LLC of Spokane is the owner and builder, which will join sister complexes in the Southridge area of Kennewick and Broadmoor in Pasco.

The project will offer eight studio units, 78 one-bedroom units and 84 two-bedroom apartments.

What’s going to be built there?

Construction hasn’t started yet on these but here’s some of the more intriguing projects under review in Tri-Cities planning departments.

Yoke’s-adjacent mall — Green Plan Construction is seeking approval for an office-and-retail mall at 490 Englewood Drive, near Yoke’s Fresh Market and Wild Birds Unlimited, in south Richland.

The 6,400-square-foot building will have space for a restaurant with outdoor dining. It applied for a building permit in September. The application is pending with the city of Richland.

10th & Olympia gas station — A gas station, convenience store and laundromat is proposed for a vacant site at 1400 W. 10th Ave. in Kennewick, south of the Riverview Heights Cemetery.

Knutzen Engineering submitted the 4,300-square-foot project for environmental review, according to state documents. The 0.7-acre site is owned by Jaspinder Dhillon. City records indicate it has prompted numerous complaints about overgrown weeds and other nuisances over the years.

Canyon Lakes apartments — Two apartment/mixed-use proposals are pending in the Canyon Lakes area of south Kennewick.

  • Zintel Way Apartments, 4303 S. Zintel Way, is a proposed 195-unit project being advanced by Evergreen Housing Development Group LLC. The project is in the pre-permit review phase with the city of Kennewick.
  • Canyon View Estates, at Ridgeline Drive near Bofer Canyon Road, is a proposed apartment complex and 54-unit single-family neighborhood. Developer Chad Bagley of Pasco has submitted the project for environmental review, state documents show.
