Kennewick city surveyors helped police traffic officers Wednesday measure the scene of a fatal crash Dec. 27 on South Ely Street. The investigative markings on the pavement were covered with snow and ice until this week. Driver Angel Mendoza, 25, died at 7:18 p.m. at the site after losing control of his Mercedes and crossing into the oncoming lane, hitting a Jeep. Two people in the Jeep were seriously injured.
