Whatever happened to plans for huge Broadmoor retail center in Pasco?

Nearly a year after a prolific Northwest shopping center developer confirmed plans to build a luxury retail center in Pasco’s Broadmoor area, the deal is still pending.

A year ago, Elevated Property Co. signed a letter of intent to purchase a 100+acre site bordering Broadmoor Boulevard from Broadmoor Properties LLC. The LLC, which owns much of the Broadmoor area, is owned by Kathy and Dale Adams.

Fred Bruning, founder and CEO of Elevated, confirmed this week the deal is still proceeding.

Bruning told the Tri-City Herald negotiations are ongoing with the city of Pasco, which has long worked to bring a retail developer to the 1,200-acre Broadmoor area, and hopes to share news “soon.”

The city confirmed it is in negotiations but could not comment further.

Elevated envisions an outdoor mall-style development on property facing Broadmoor (aka Road 100) to the east and the newly-extended Sandifur Parkway.

Bruning is a prominent developer with a record of hundreds of projects populated by tenants such as Whole Foods, Crate & Barrel and more.

In Portland, he developed the IKEA-anchored Cascade Station, which is opposite Vancouver, Wash., on the Oregon side of the Columbia River.

His company’s interest in siting a retail complex in Broadmoor brought prestige to the westside vision and the promise of luring the sorts of retailers and restaurants that Tri-Citians say they want.

City officials called Elevated a “milestone.”

Elevated has not identified tenants, but it continues to market the property it calls The Shops at Broadmoor on its webpage with the tagline “Three Cities One Destination.”

The site touts attractive statistics: Population (320,000), household income ($95,000), unemployment rate (4.8%) and growth rate (3.5%), among others.

The city of Pasco is channeling growth into the Broadmoor area under a long-term planning partnership with the property owners.

In 2022, the city council approved a $39 million package of projects to support development funded through incremental taxes on rising property values. A master plan guiding development was approved the following March.

Early developments include the Dunes subdivision, the Goat apartments, an Affinity senior residence, and the $41 million Pasco Aquatics Center that is nearing completion on Road 108.

The aquatic center opens in mid-June.

The city said it expects to open the new Sandifur extension to the public in May. Crews are finalizing striping and signals are operating.
