Reporting this illegal activity by neighborhoods has not been effective, as the offenders leave prior to the law enforcement officers’ arrival. This, too often, has been questioned by the police officers.
Are there laws targeting this activity? Will the law enforcement agencies continue to arrive after the violator departs?
