Lewis County Sheriff's Office deputies arrest three fugitives in Winlock

Lewis County sheriff's deputies arrested three fugitives on Monday who had allegedly escaped community custody and were hiding out in a Winlock property off Tennessee Road.

Brian W. Buckman, 33, of Aberdeen, was apprehended with the help of K9 Hector and Centralia Police Officer Daniel Cox after he allegedly attempted to hide in a thicket near the home.

According to court documents, Buckman is on lifetime community supervision for a conviction of second-degree rape of a child.

He was also serving community custody after being convicted of delivery of a controlled substance in 2021.

Preston C. Brown, 26, of Chehalis, was apprehended by deputies after he attempted to run from the residence, according to court documents.

Brown was serving community custody for a 2022 custodial assault conviction. His warrant had been active since February 2025.

The third fugitive, Randy Phillips, was taken into custody without incident after he was found inside the home, according to Lewis County Superior Court documents.
