Do Good Multnomah to operate Kiggins Village through September before switching over to new homeless shelter near Vancouver Mall
The city of Vancouver will transition a Portland-based nonprofit out of operating a small homeless shelter so it can focus on running a big one.
Do Good Multnomah has operated Kiggins Village, the city's 40-bed Safe Stay shelter at 4611 Main St., since it opened in December 2023. The city has tapped the nonprofit to run a 120-bed homeless shelter near Vancouver Mall expected to open later this year.
On Monday, the Vancouver City Council approved a three-month extension of the city's contract with Do Good Multnomah to operate Kiggins Village through September.
The approved amendment adds about $342,000 to the contract, bringing the total to $3.7 million.
The new service provider for the site will be an existing Safe Stay contractor with the city, according to a staff report. Currently, the nonprofit Outsiders Inn operates two Safe Stay shelters, and Live Love Outreach operates one Safe Stay and the Safe Park, which allows people to live in their vehicles on site.
Do Good's larger organizational structure is better suited to a facility the size of the Bridge Shelter than to a smaller Safe Stay, Vancouver Homeless Response Manager Jamie Spinelli said, adding that any savings from the transition could help offset future Bridge Shelter operating costs.
The staff report noted that Do Good Multnomah has successfully operated Kiggins Village and has collaborated well with other sites and service providers.
