The driver, 19-year-old Joseph Mesenar of Longview, was cited for suspicion of second-degree negligent driving. A Washington State Patrol report alleges he struck the back of the second vehicle's trailer, pushing the trailer and the vehicle it was carrying into the second vehicle.

Mesenar was not injured, the report stated. The second driver, 34-year-old Jay Silva of Oregon City, and his passenger, 19-year-old Abdullah Azimi of Hillsboro, Oregon, were injured. Both were transported to PeaceHealth St. John Medical Center.
