Suspected dealer arrested after he was found 'slumped over' inside running vehicle in Centralia

A Chehalis man faces felony drug charges after police allegedly found him "slumped over" inside a running vehicle, according to court documents from the Lewis County Prosecutor's Office.

Clark Champion Crow, 46, is charged with one count each of possession with intent to deliver a controlled substance, physical control while under the influence and resisting arrest.

According to state law, as a previous drug offender, Crow faces a maximum of 20 years in prison for the alleged possession with intent. Crow reportedly has a federal conviction for delivery of a controlled substance in 2018.

He also has a felony conviction for taking a motor vehicle without permission in 1998 and additional juvenile convictions, according to court documents.

Crow has 11 times been issued a warrant for his arrest.

The defendant made a preliminary appearance in Lewis County Superior Court on Tuesday. A judge set bail at $10,000 cash or bond.

According to a probable cause affidavit, a Centralia police officer responded to the WinCo Foods parking lot on Monday after receiving a report of a "male slumped over inside a vehicle."

The officer noted the engine was running and reportedly "raised his voice" to awaken the man.

"When asked where he was heading, Crow said that he was heading to his home on Jackson Highway and had stopped because he was tired," the affidavit says.

A community corrections officer and his K9 arrived at the scene. The K9 reportedly detected the possible presence of narcotics inside the vehicle.

When Crow allegedly refused to exit the vehicle, multiple officers stepped in and noticed that Crow had "numerous daggers/knives near his person," according to the affidavit.

"Because of his access to these weapons and his refusal and struggle to not exit the vehicle, (an officer) deployed his Taser to get Clark to exit," the affidavit says.

An executed search warrant on the vehicle allegedly yielded a zipper case containing two sandwich-sized plastic bags filled with suspected methamphetamine, along with a large scale.

In his report, a detective noted "that information from various sources indicated Crow had been distributing controlled substances in the area," according to the affidavit.

Crow was booked into the Lewis County Jail at about 9 p.m. Monday. He was scheduled for an arraignment on Thursday, April 30.
