Video shows moments leading up to July shooting of Lummi Nation Police officer

Body camera footage obtained from the Lummi Nation Police Department by The Bellingham Herald shows the moments before a Lummi Nation Police officer was shot along the 3200 block of North Red River Road just before 1 a.m. Monday, July 28.

Jesus Abraham Penuelas-Agramon, 28, was arrested July 28 and has since remained in Whatcom County Jail without bail. Court records allege that Penuelas-Agramon shot a Lummi police officer seven times while the officer was attempting to check on him after he crashed his vehicle into a ditch.

Penuelas-Agramon has since pleaded not guilty to seven felonies, including attempted first-degree murder, in Whatcom County Superior Court.

Penuelas-Agramon was under investigation by the Whatcom Regional Drug Task Force in the months leading up to the shooting in a separate case, according to court records. The task force believed Penuelas-Agramon was associated with a transnational drug trafficking organization based in Sinaloa, Mexico, and was sending drug sale proceeds to Sinaloa to launder the money.

Penuelas-Agramon, who is also wanted for a parole violation by the Colorado Department of Corrections, has been charged with first-degree murder, unlawful possession of a firearm, possession of a stolen firearm, money laundering and three counts of delivery of a controlled substance (fentanyl).

He pleaded not guilty to all charges. A status hearing for both cases is scheduled for Aug. 27, and his trial is scheduled for Sept. 22.

The officer, who has not yet been publicly identified, was shot multiple times and was taken for medical treatment and surgery. The Lummi Nation Police Department has not responded to requests from The Herald regarding an update on the condition of the officer, who was in stable condition as of Monday, Aug. 4, according to court documents.

“We will share updates as soon as we are able, but for now we ask for your respect of privacy for the family, for the officer,” Lummi Nation Chairman Tony Hillaire said during a July 28 press conference. “This tragic event is a reminder of the risk that our officers take each and every single day to keep our community safe.”
