Theo Starr

Theo Starr, 85, of Pasco, died Sept. 5 in Richland.

He was born in Mooreland, Okla., and lived in the Tri-City area since 1959.

He was a retired road supervisor for Franklin County.

Einan’s at Sunset, Richland, is in charge of arrangements.
