Several residents were evacuated near Court Street in Pasco after a man shot a gun into the air from his apartment balcony Monday night.

Police were called about 8 p.m. at 24th Street and Court Street when Joel Cardenas-Madrigal, 32, yelled that he wanted to shoot residents in the area. He shut himself inside his apartment when the regional SWAT team was called.

Cardenas-Madrigal refused to surrender, even after deployment of ‘flash-bang’ devices, police said. He was taken into custody about 12:45 a.m. and booked into the Franklin County jail.

No one was hurt, police said.

Madrigal appeared in Franklin County Superior Court on Tuesday afternoon. Judge Carrie Runge ruled there was probable cause to hold him on charges of felony harassment and unlawful discharge of a firearm.

The judge set bail at $7,500, citing his lack of prior criminal offenses and family ties to the community.
