Tri-Cities man walking on interstate ramp in the dark dies after being hit by car

A Pasco man died after he was hit by a car as he walked in the roadway on the ramp from Highway 395 northbound to Interstate 182 westbound in Pasco early Saturday morning.

The Washington State Patrol said pedestrian Evelio Cruz, 41, of Pasco, died before he could be taken to a hospital.

Brian Luft, 51, of Kennewick, was driving a Honda CR-V at about 3:45 a.m. when his car hit Cruz, according to WSP.

Luft was not injured and no charges against him are planned.

The ramp from Highway 395 to Interstate 182 was closed until about 6:15 a.m., according to the Washington state Department of Transportation.
