Dividing the state budget pie confuses local bureaucrats. Eighty percent of the mentally ill are co-occurring (mentally ill and chemical dependent). Should the mentally ill population get a larger piece of the pie or should treatment be together since the chemical dependence comes from self-medication. Integration means putting together.
Providers who want to separate mental illness from chemical dependence to serve their favorite portion of the population might need to find outside funding. The state must use its limited public resources to reward providers willing and able to serve the whole person.
Another surprise will arrive in the near future. The final integration with general health care is planned. The bureaucrats will expect a third piece of the pie or at least the piece they lost with this integration. One person means one piece of the pie.
