The clear meaning of the Second Amendment was that because a well-regulated militia was necessary to the security of a free state, therefore the right of the people to keep and bear arms shall not be infringed. If militias were to become unnecessary for national security, gun rights could be infringed. Today, instead of militias we have a professional standing army that protects the security of the state. The Second Amendment, having become anachronistic, should be repealed with a new 28th amendment, like the 18th amendment was repealed by the 21st. Congress should place the following before the states for ratification:
Section 1. The second article of amendment to the Constitution of the United States is hereby repealed.
Section 2. Whereas the keeping and bearing of arms infringes on the right to life, personal security, liberty, the pursuit of happiness, and made us uncivilized, brutish, and a laughingstock, it shall be a crime to keep or bear arms while not on active military duty, punishable by one year of forced labor in the construction of public infrastructure.
Section 3. Manufacturers of arms, except for the military, shall be deported and have their holdings expropriated for the public good.
