Steve Palmer, 72, of Richland, died Aug. 23 in Richland.

He was born in Richland and lived in the Tri-Cities for 67 years.

He was an attorney.

Frances Cain, 88, of Richland, died Aug. 25 in Richland.

She was born in Pittsburgh, Penn., and lived in Richland for 46 years.

She was a retired government administrator.

Douglas A. Arnold, 70, of Kahlotus, died Aug. 24 at Chaplaincy Hospice Care in Kennewick.

He was born in Ritzville, Wash., and was a lifelong resident of Connell.

He was a retired farm worker and school bus driver.

Dora Alicia Martinez, 64, of Kennewick, died Aug. 22 at home.

She was born in Menard, Texas, and lived in the Tri-Cities for 33 years.

She was a kindergarten teacher at Eastgate Elementary School in Kennewick.

Cynthia R. Moore

Cynthia R. Moore, 70, of Kennewick, died Aug. 25 in Kennewick.

She was born in Spokane and lived in the Tri-Cities 30 years.

She was a retired server.

Nathaniel Paul Stout, 20, of Quincy, died Aug. 22 in Quincy.

He was born Yakima and lived in the Tri-Cities for 18 years.

He was a laborer in the food processing industry.

Willis Earl Noble, 95, of Grandview, died Aug. 25 in Grandview.

He was born in Abraham, Millard County, Utah, and was a long-time Lower Yakima Valley resident.

Nathan Noel Phillips, 80, died Aug. 18. He lived in the Tri-Cities area for 43 years.

He retired after 22 years of military service to work as a pipe fitter in the construction industry.
