The Franklin County Prosecutor’s Office expects Thursday to receive the special investigation from a team of local police into the shooting death of Antonio Zambrano-Montes.
The investigation, which took nearly four months to complete, will be reviewed by Prosecutor Shawn Sant.
He will decide if criminal charges will be filed against officers Ryan Flanagan, Adam Wright and Adrian Alaniz.
The three officers fired 17 times at Zambrano-Montes, 35, during a Feb. 10 confrontation at a Pasco intersection. Police say the Mexican national threw rocks at officers and passing cars.
Zambrano-Montes ran from police and he was shot outside a Lewis Street cafe. A rock was found near his body.
Franklin County Coroner Dan Blasdel also plans to hold an inquest to let a jury determine a cause of death and a recommendation on whether the shooting was justified.
Sant will then review that before making his decision on whether the shooting was justified.
