Franklin County hiring administrative assistant

Franklin County commissioners are looking to hire a $4,000-a-month assistant for county executive Fred Bowen.

The administrative assistant position is being created to provide senior level secretarial, administrative and accounting duties for most of the commissioners' office functions and to provide some support duties for the human resources director.

A qualified applicant will have at least an associate's degree, preferably a bachelor's degree, or four years of "progressively responsible" administrative experience in a government office. Two years of accounting experience also are required, according to the job posting on the Franklin County website.

Applications will be accepted through Aug. 15, and a cover letter, resume and Franklin County employment application are required.

The new position will give Bowen help when he needs it most, said Brad Peck, commission chairman.

"Fred will be stretched pretty thin," he said, explaining that Bowen soon will be devoting much time to managing the Franklin County jail expansion project. The expansion will add a new 192-bed jail to the existing facility, which will be remodeled once the new jail is complete. The project also will add Pasco Municipal Court space, a Pasco police station and a gang-suppression program.

Peck said the new position, which is basically a deputy for the county administrator, will assume some responsibilities regarding labor negotiations and oversee risk management and processing of public records requests.

Peck said the position is open for all qualified applicants, but one potential candidate who is already doing similar work in the county is Deputy Prosecutor Janet Taylor. She handles some personnel matters and advises the county on labor-related issues.

Peck said county Prosecutor Shawn Sant and Auditor Matt Beaton have been concerned about potential risk areas for the county, which a deputy administrator position could help resolve.

Creating a new position that would take on some responsibilities currently assigned to the human resources director might look like a political play by Peck against Rosie Rumsey, who is running against him as a candidate for the Position 1 on the commission.

"There are no political overtones. I'm doing what I think is best for the county. It is do the right think or let the county be at risk. It is a realignment of resources. This will provide additional help in human resources," Peck said.
