Franklin County to handle Mesa civil cases; residents have to go to Pasco

Mesa's civil cases are headed to Franklin County District Court.

The Franklin County town of 455 used to contract with Connell Municipal Court to handle civil cases. But the city of Connell recently hired Franklin County to handle its municipal court.

Connell hired the county prosecutor's office, District Court and the bicounty Office of Public Defense to provide municipal court services in hopes of saving about $35,000 next year.

But Mesa's cost isn't determined yet. Mayor David Ferguson said the city still is working out the details with the county.

With Connell Municipal Court, Mesa paid an hourly rate, but the county wants to use a per case rate.

Last year, the city had three civil cases where residents were cited for failing to get required dog licenses, Ferguson said.

There have been no cases so far this year.

Ferguson said he has been trying to enforce the city's codes using correction notices and talking individually to people. So far, that's worked.

The change will mean that Mesa residents must go to the Franklin County Courthouse in Pasco instead of making a 10-mile drive to Connell, he said.

"That's going to be an inconvenience," Ferguson said.
