A problem with Frontier Communications phones in parts of Kennewick east of Highway 395 was repaired by 9:15 a.m. Wednesday, according to the company.
The partial outage began about 4 p.m. Tuesday while workers were replacing some aging equipment, said spokeswoman Stephanie Beasly.
Calls to the 911 emergency number also were affected. Callers reported calls not going through. Beasly said the problem seemed to involve cell phones more than land lines.
