Ecology issues fine for air quality violations

OTHELLO -- Perfect Blend Organics LLC in Adams County has been fined $22,500 by the Washington Department of Ecology for violating its air quality environmental permit.

Perfect Blend processes chicken manure to produce an organic soil fertilizer at its facility on Kulm Road, about 14 miles east of Othello.

Ecology approved the company's air quality permit in March 2004, with several conditions. The agency said the facility neglected to accomplish several requirements of the permit, including failing to keep particulate matter and ammonia emissions from the plant below permit limits. Testing conducted Sept. 16-17, 2009, showed that the facility is exceeding those limits, Ecology said.

Perfect Blend also failed to submit a complete air quality permit application by Dec. 15, 2008, Ecology said. Perfect Blend has 30 days to appeal the fine to the state's Pollution Control Hearings Board.
