Why would any Kennewick resident vote to tax themselves to build anything, let alone an aquatic center, in Pasco?
Pasco is the city of grossly overcrowded schools and developers who are so busy crowding more kids into those schools that they can't finance more schools? Those who would send their kids from Kennewick to use that center have to drive them over or rely on their ability to use two or more Ben Franklin Transit buses to get there. As for attracting outsiders to use it, why hasn't some private company found that to be a profitable venture? My vote is no.
