Republicans have a real problem with this issue. There are, arguably, 10,000 marijuana users in Benton County alone. Dems are lined up in support of legal pot sales across the state. Republicans, on the other hand, have to square their "no new taxes" promise against their desire to punish hippies with taxation.
They have to weigh their rhetoric inveighing "law and order," with the consequence that no local legal sales puts money in the hands of drug cartels. Then there are the churches (that may serve wine or beer on their premises, at times) who will pressure them to keep legal marijuana out of their neighborhoods. Churches deliver votes, so you don't want to cross them!
Don't let Republicans and organized crime win. Allow marijuana sales in our cities, and collect taxes on them, as we do other "sin taxes."
