Letter: Pasco's merit-pay system out of whack
I thought it might be appropriate to let the people know just what merit pay involves. Pasco City Ordinance 4084, dated Dec. 3, 2012, allocates $50,000 for 20 individuals, listed by name, who are eligible for merit pay. This pay is awarded solely at the discretion of the city manager to individuals, all of whom work directly or indirectly for him.
Justification for these awards is supposedly based upon "job performance demonstrating effort and achievement above and beyond that regularly expected of the position." The recent record (2011-12) shows that usually the maximum allotted for award is distributed among the same people annually.
This sum does not include, the award that proves to be annual, given by a 4 to 3 vote of the council in the amount of approximately $10,000 to the city manager.

These various city management personnel are highly capable leaders within their respective disciplines and were hired with the expectation that their performance would be exemplary. They had agreed to the compensation offered. Yes, occasionally their achievement might warrant merit pay, but annually, I don't think so.
This policy invites one to wonder what other than "above and beyond" is considered?
