That's an easy one. The speaker of the House, John Boehner, refused to bring a budget bill up for a vote of the entire House of Representatives unless it would pass with only Republican votes. A "clean" bill would have passed with Democrat and moderate Republican support before the shutdown and the resulting economic losses. Speaker Boehner's pandering to extremists in his party damaged the reputation of the United States and damaged the economy to the tune of billions of dollars. Governing is about representing all of the people. Period.
