Connell Mayor Gary Walton was trailing by 16 votes Tuesday night in a close race against Bruce “Blacky” Blackwell.
Blackwell collected 54 percent of the votes to Walton’s 46 percent.
Blackwell has never held a public office before, while Walton has served the council for 27 years, the last 15 as mayor.
Blackwell, 66, told the Herald he plans to take the city in a new direction if elected. He said he wanted to have more transparency and providing stability.

The city has faced turmoil in recent months after its city administrator resigned and the police chief was fired. Walton, 66, is currently serving as city administrator.
Franklin County’s results include ballots turned in through Monday. Election officials will count more ballots Wednesday.
