Richland officers stopped a 32-year-old man from stealing electronics and other items from boats docked in Columbia Park, a police official said Monday.
Officers were called to the park on Saturday after someone reported seeing a man rummaging through boats parked at private docks, Capt. Mike Cobb said.
Officers found James A. Higgins in one of the boats reportedly trying to take electronics, Cobb said. Higgins appeared to be under the influence.
Higgins had multiple items, including tools, an anchor and a fishing pole, when he was arrested, Cobb said. The items were apparently taken off another boat.
