A 32-year-old man who claims to have an attraction to young girls was charged Friday with inappropriately touching a toddler in a bathing suit and following her around a Kennewick library.
Jeremy James Walker is accused earlier this week of taking a picture of the girl with his cellphone and spying on her through book stacks and behind shelves at the Kennewick branch of Mid-Columbia Libraries.
He was arrested Tuesday after witnesses reported his suspicious behavior to Kennewick police.
Now, the Kennewick man is scheduled to appear Thursday in Benton County Superior Court to enter a plea to first-degree child molestation. He is being held in the Benton County jail.

On Tuesday afternoon, a father and his three young daughters had been at the spray park when they walked over to the nearby Union Street library. Video taken inside the building shows Walker following the family around the library and into the bathroom, documents said.
A witness reported seeing Walker watching one of the girls as she sat in a chair and taking her picture with his phone. When the toddler got up, he touched her butt several times with his hand before she walked off, court documents said. He continued to look at the girl "in a very peculiar manner," documents said.
Police contacted Walker while he was sitting in front of the library. He reportedly told officers "this 'excited him,' he knew it was wrong and he didn't think he would be caught," court documents said.
Walker claimed he has fondled children in the past and was evaluated in Minneapolis and found to be attracted to girls ages 3 to 7 and allegedly a danger to himself and others, documents said.
He reportedly planned to use the young girl's picture for sexual gratification.
Court documents state that Walker was kicked out of the Oxford House, a residential facility for people with drug and alcohol problems, in April 2010 for allegations of stealing.
As his room was cleaned out, several pairs of little-girl panties were found, documents said.
Officers noted that he may have a mental health issue, and Walker reported having been diagnosed as a paranoid schizophrenic, documents said.
Walker's criminal history includes theft, identity theft, criminal trespass and obstruction, according to court records.
