A tip from an unnamed source helped to identify the person who left a severely ill female lab mix dog tied up at the Tri-Cities Animal Control shelter last month, said Angela Zilar, director of the shelter.
Zilar said she is requesting the city of Pasco bring charges of cruelty and abandonment against the owner of the dog, who won't be identified until charges are filed.
"We discovered in our investigation that the person who tied this dog up watched her condition deteriorate for three weeks and did nothing," she said.
The person reportedly bought a leash and collar and left the dog tied up in front of the Pasco shelter at 10 p.m. with no food or water, Zilar said.

Shelter staff found the dog when they arrived the following morning and immediately took her to Dr. Charles Coleman at the Pet Medical Center in Pasco for treatment.
The dog had to be put down because of advanced cancer.
Zilar hopes to get all the paperwork to the city attorney's office by next week.
