Kennewick City Council unanimously approved an adjustment to the city's 2011-12 budget Tuesday.
The $10.1 million essentially was an accounting change, said Kennewick City Manager Marie Mosley.
That included refinancing the city's 2003 general obligation bonds and grants received for the second phase of the Steptoe Street extension and Dayton Street bridge projects.
The city also received an award by Farmers Insurance Group of Companies. The Tri-Cities was recently ranked the most secure mid-size community.
