ECHO, Ore. -- The tiny town of Echo in Umatilla County is one of seven winners in the national 2010 America in Bloom program.
The city was top in the under 2,000 population. No other Northwest city received an award.
Town were judged on eight criteria: tidiness, community involvement, environmental awareness, heritage, urban forestry, landscape, floral displays, and turf and groundcovers.
Judges spent two days touring the candidate towns and talking with residents. Winners were announced Saturday in St. Louis, Ohio.

America in Bloom is a nonprofit organization dedicated to promoting nationwide beautification programs and personal and community involvement. Registrations for the 2011 program are due Feb. 28.
