50-word statement: As an irrigator I have followed the PUD business affairs for over 30 years. During that time I have witnessed many major mistakes the staff and commission have made. The PUD would have no debt at this time if they had not made many of these errors in investment and committment. WPPSS, Fredrickson, Finley, Broadband and new shops and offices in Kennewick and Prosser just to name a few.
Three priorities:
1.) Reduce cash reserves from 44 million dollars to 16 million dollars. This is ratepayer money. I would return it by extending the rate credit now in place.
2.) Increase the commission from 3 members to 5 thus stimulating debate and spreading out the responsibilities.
3. Carefully examine service areas to see if any efficiencies are available from exchanging areas with surrounding utilities.
