Letter: Trash problem

I took a Memorial Day bicycle ride out on Hwy. 240 to beyond Horn Rapids. The scenery is great and is only marred by the trash along and on the road from Richland to the landfill. I had always assumed that it was from unsecured private loads being hauled to the dump. However, on the way back I noticed several of the trash haulers driving back to Richland with the rear opening on their bins open with pieces of trash blowing in the wind and off of the trucks.

I thought those drivers would have to have a state CDL (Commercial Driver License) and that one of the requirements of the CDL was for the truck and its load to be secured at all times on the road. It would certainly improve the looks of Richland if these drivers would observe that requirement.
