Letter: KID and drought

I completely agree with and support Kennewick Irrigation District's need for a drought plan, not only this year, but I believe they should have a long-term one in place.

What I also believe is that people, particularly homeowners, who may receive little to no water during drought years should also have their KID statements reduced appropriately. Those who actually receive the water should be the ones who pay for the water as well as the delivery system, including KID overhead costs. I would be interested in hearing other homeowners' points of view.
