Franklin County cemetery district fraud report edited

The state auditor's office is removing a line about the Franklin County Sheriff's Office from its report on fraud in a local cemetery district.

The auditor's report issued Tuesday said Franklin Cemetery District No. 2 filed a report with the sheriff's office about fraud allegations against its former business manager, Monica Pruett, and that the sheriff's office declined to investigate.

"We have spoken to the sheriff," said Thomas Shapley. "There is a disagreement over what constitutes an investigation."

Pruett, also a former Connell city councilwoman, allegedly misappropriated $21,135 from the cemetery district from 2004 to 2012, while taking another $32,350 in "questionable" compensation, the audit report said.

Pruett is already serving a two-year prison sentence for embezzling $160,000 from a Mesa farm.

Franklin County Sheriff Richard Lathim denounced the audit report's statement, saying it was his office's work that put Pruett behind bars. Without that case a cemetery district commissioner would not have known to tell auditors about Pruett's potential wrongdoing there, said Lathim.

He said they were never notified directly about the cemetery district allegations.
