Letter: Senate rule allows for phony filibuster

Without commenting on the issue at hand, at least Sen. Wendy Davis of Texas has shown what a filibuster is supposed to be like. One of the main reasons Congress is not getting anything done is the Senate's silly rule that one person may prevent legislation clearly approved by a majority just by filing a piece of paper and calling it a filibuster.
