No. Either treat it like a business and let the directors have a more free hand in its operation, or treat it like a government agency and let it die from mismanagement trying to compete with FedEx and UPS.

Also, start charging everyone the same price for a letter. Mass mailers should each pay .42 per letter, just like 1st class letters. It would cut down on junk mail, raise more money and speed up service.
