Richland — A level 3 sex offender convicted of molesting multiple female and male victims has recently moved to Richland, according to the Richland Police Department.
Ruben E. Pangelinan, 39, was convicted of second-degree child molestation in Spokane County in 1994 and third-degree child molestation in Benton County in 1999, Lt. Mike Cobb said.
Richland police will hold a notification meeting at 6 p.m. April 18 at 871 George Washington Way.
Pangelinan was also convicted of failing to register as a sex offender twice after serving prison time on the molestation charges, Cobb said. All of Pangelinan's victims were under the age of 14.
Pangelinan is currently not under Department of Corrections supervision and is living on the 500 block of Delafield Avenue, Cobb said. He is prohibited from entering from all city parks, schools and the library.
Level 3 sex offenders have the highest risk to reoffend, according to the Washington State Institute for Public Policy.
