Yes, it should be.

Many taxpayers, myself included, are subjected to drug testing as a condition of continued employment. Since our tax dollars are being spent to fund welfare, it is only fair that the recipients be subjected to stringent drug testing -- not simply a urine test, but a hair follicle test. The hair follicle test detects drug usage 6 months previous and can't be faked or compromised.
