The Dick Act, aka Efficiency of Militia Bill H.R. 11654, 1902, invalidates gun-control laws. It identifies the militia: organized militia (National Guards), unorganized militia and regular army.
The militia is every able-bodied male age 18-45. Unorganized militia members have an absolute right to keep and bear arms of any type, whatever they can afford. The Act can't be repealed (violation of bills of attainder and ex post facto law) per the Constitution and Bill of Rights.
The president has no authority to call the Guard to serve outside their state. The Guard has limited purposes specified in the Constitution (uphold the laws of the Union, suppress insurrection and repel invasion).
Criminals don't care about laws and will acquire guns or other weapons to use in their crimes. Limiting gun rights will only put law-abiding citizens in harm's way, limiting rights of self- and family defense.
If more gun control is the answer, Chicago would be a model of safety. Instead it has the highest number of deaths related to firearms. The innocent cannot protect themselves from criminal activity.
A real solution to the crime problem is to pass laws that punish all crimes against person with a firearm with life imprisonment -- no exceptions.
