Why aren't high school kids older than 16 getting out there and learning a bit about where our food comes from, getting a work ethic (very important, learning how to take orders and follow them, learning how to work and socialize with Spanish American folks (our closest neighbors)? How about some of the men/women that have fines or are incarcerated paying back by working?
