Another idea

While I admit this action would be drastic, it might be worth a shot.

Why not for one year lay off all but essential (National Guard and pilots) federal disaster relief employees and instead supply those dollars to all of the legitimate volunteer and charitable organizations in this country?

If the results of Superstorm Sandy are any indication, we would get better results with half the money.
