Man arrested after lying in road in Hermiston

— Within a couple hours of being dropped off in Hermiston by the Kadlec Regional Medical Center transport van, the Hermiston Police Department arrested Peter Villarreal on suspicion of second-degree disorderly conduct.

About 6:15 p.m. Tuesday, Villarreal was found lying in the middle of the outside lane of southbound traffic in the 700 block of South Highway 395, according to Hermiston police.

He was wearing dark clothing and after a cursory evaluation by Hermiston Fire and Emergency Services personnel, he was taken to the Umatilla County jail in Pendleton.

“This continues to be an extremely unfortunate situation where the only recourse available to law enforcement is to charge Mr. Villarreal criminally despite our belief he needs additional services and assistance,” said Chief Jason Edmiston in a press release.
