The Tri-City Herald and several other Tri-City businesses experienced telephone outages for much of Wednesday.
Herald callers reported hearing that all circuits were busy, and outbound lines also were affected. It was unclear how many businesses were disrupted by a software release by XO Communications, based in Herndon, Va.
Phone service was restored to the Herald by 3 p.m.
