The Franklin PUD will hold a special meeting at 9 a.m. today at 1411 W. Clark St., Pasco.

The district has submitted a bid to the Bonneville Power Administration for its prepay program from May 2013 through September 2028.

It expects a response by phone from BPA during the meeting.
