Richland adopts $250M budget; includes $53M general fund

Benton County's second largest city has a spending plan for 2013.

The Richland City Council on Tuesday adopted a city budget in a unanimous vote as part of its consent agenda.

The budget totals about $250 million, including a $53 million general fund that pays for daily government operations, such as police, fire and parks.

The general fund is down more than 1 percent from this year's amount.

The budget doesn't include any major staff reductions or service cuts.

City Manager Cindy Johnson called it a "very good budget," and council members praised city staff for their budget work.

Also Tuesday, the council gave initial approval to increasing some garbage and landfill rates next spring.

The increases are needed to sustain the solid waste utility through 2015, according to information provided to the council.

The rate for basic residential garbage service will rise 60 cents a month to $17.50 under the changes, which are set to take effect in April.

Refuse rates for commercial customers who use small containers also will go up, along with some landfill rates for commercial and non-residents.

The council must vote on the ordinance once more for it to become final.
