Tri-Cities Crime Stoppers is looking for a man last known to be living in Pendleton who is accused of failing to register as a sex offender.

Phillip Brandy De Lury, 23, also is accused of third-degree assault and failing to show up for court. He's described as 5 feet 9 inches tall and 150 pounds. He has blond hair and hazel eyes.

His tattoos include "Juggalo" on his back, "Hatchet Man" on the back of his neck, "Wicked" on his right arm and "Clown" on his left arm.
