At the Richland Community Center, I usually get a meal from Meals on Wheels. Why does the city allow the people running that program to reserve seats and/or tables for longtime clients or other "special" people?

Normally, I am not allowed to sit at the first table. Recently, the table I am normally "assigned" to was getting full so the supervisors decided to save the last place for someone who was running late. I was told I had to sit at the other table if I wanted to eat.

A third table should have been set up. People at both tables were elbow to elbow. It is humiliating enough to have to use this program to survive. Why make it worse by assigning seats? I have seen placards that stated seating assignments. As much as I need this program, I will not go back until this seating issue is resolved and I get an apology from someone. Seating ought to be on a first-come basis but it doesn't seem to be that way in Richland.
