The West Richland City Council passed its first biennial budget at Tuesday's council meeting with a dissenting vote from Councilman Ron Hayden.
"He is opposed to the cost-of-living adjustments to nonbargaining employees," Mayor Donna Noski said Wednesday.
The 2013 budget is $5.3 million, and the 2014 budget is $5.2 million.
Noski said she appreciates the months of work that council members and the city's senior staff have put into the 2013-14 budget.
Noski said 2012 has been a challenging year for the city.
"We have concerns about further reductions in future state-shared revenue that might come out of this next legislative session," she said. "But it's a great feeling to have it put to bed."
