Snow and ice delayed discussion of a special district to deliver Kennewick Irrigation District water to residents in the Royal Anne Estates subdivision in Kennewick.
Bad weather canceled a community meeting with homeowners and KID staff Wednesday night, but it will be rescheduled soon, said Chuck Freeman, KID district manager.
The meeting was to inform and answer questions from homeowners about KID's plans to convert the subdivision from a private line area serving 38 homeowners to a local improvement district that would provide irrigation water to all 63 properties on the 13 acres between West 39th and West 43rd avenues west of South Olympia Street.
Freeman said the meeting needs to be held quickly because the KID wants to hold a public hearing Feb. 7 before voting to create the LID that will receive KID water.
Royal Anne Estates' first two phases with 38 homes were built several years ago as a private line area, with the pump and water lines provided by the developer. It was not designed to deliver water to additional homes.
Residents in those 38 homes became concerned last year when the third phase was being built because the private line system didn't have the capacity to handle the new customers.
The developer now is willing to build a pump station and distribution system large enough to serve the entire subdivision, and homeowners have asked KID to take over both the original private line area and the newer distribution system, Freeman said.
The informational meeting, to be rescheduled within the next couple of weeks, is to explain how the KID takeover of the entire subdivision's irrigation needs will affect property owners.
Assessments will increase some for customers who are in the original private line, Freeman said, but LID costs for each property owner are expected to be a one-time payment of less than $100.
