A 56-year-old man pleaded innocent Thursday to charges he stood outside a Kennewick woman's home wearing only a bathrobe and exposed himself to her.

Jimmie Wayne Moser of Kennewick is scheduled for a March 19 trial in Benton County Superior Court for voyeurism and indecent exposure.

He is out of custody on his personal recognizance while the case is pending.

According to police and court documents, a 69-year-old woman called 911 at 11:10 p.m. Dec. 14 to report a man standing in the street and masturbating while standing next to his truck. The man was reportedly looking in at her through her sliding glass door.

The woman told a dispatcher that the man was not wearing pants. He then got into his full-sized white truck and left the 7900 block of West 21st Avenue.

Responding officers were unable to find the suspect.

But at 11:47 p.m., the woman called dispatch again to say he had returned and was now sitting in his truck parked in front of her home, police and documents said.

Moser was stopped by police as he was driving away, and the victim identified him as the man who had been outside her house, court documents said.

Moser -- who was wearing a robe with nothing underneath in below-freezing temperatures -- told officers he had been traveling from a grocery store on Clearwater Avenue to his South Van Buren Place home, documents said. However, he allegedly couldn't explain why he was in that particular area.

Moser refused to talk further with police after his arrest.

Kennewick man to serve 15 months in hit-and-run

A Kennewick man will serve one year and three months in prison for hitting a bicyclist on Columbia Park Trail, then driving away even after seeing the victim on the ground.

James Harrison Taylor Jr., 24, pleaded guilty to felony hit-and-run with injury, along with a charge of bail jumping.

Taylor was driving a Honda Accord that hit Sarah Shaffer on May 18.

Shaffer, 35, of Kennewick was on the right side of the road, just beginning to cross Hartford Street, when Taylor turned left onto Hartford and hit her, Kennewick police said at the time.

The collision sent Shaffer onto the windshield of the Honda, then to the ground. Witnesses said she was knocked unconscious, though she was wearing a helmet.

She suffered a number of cuts, scrapes and bruises, court documents said.

Taylor, along with his two passengers, got out of the car and looked at Shaffer. Taylor then hopped back in and took off, documents said.

The car later was found abandoned, but police located the two passengers who had been with Taylor and they identified him as the driver. Taylor was arrested the next day.

The bail jumping charge was for missing an Oct. 20 court hearing. Taylor, in his plea statement, said, "(I) did not have anything preventing me from coming to court."

His criminal history includes convictions for first- and second-degree robbery, and attempting to elude police.
